Correspondence in response to query from the House as to whether the accounts of the treasurer were being reviewed quarterly as mandated by statute; as the new governor, Randolph indicated that the prior administration of James P. Preston had not conducted such reviews; the accompanying documents revealed that the incumbent treasurer, John Preston, who was then in danger of bankruptcy, had comingled his finances with those of the state; the revelation led to an intensive investigation of the Treasury Department by this Assembly. Thomas Ritchie, the public printer, was ordered on January 12, 1820, to print 250 copies of this report and its accompanying documents for use of the Assembly, so the attribution here to the partnership then conducting Ritchie's press.
