Thweatt represented Chesterfield County (1813-15, 1816-18); his offered resolutions would have eliminated two "corporations" that he thought were created in violation of the limited powers granted to the state government by the 1776 constitution; these proposals were sent to a select committee, which reported on them twice (1817.128 & 1818.000), before the Assembly deferred any further consideration. No copy known extant; Thomas Ritchie, the public printer, was ordered on December 5, 1817, to print 300 copies of these resolutions for the use of the Assembly, so the attribution here to the partnership then conducting Ritchie's press.
