Sheet lacks colophon; only known copy, held in the state archives at the Library of Virginia, is dated in manuscript on November 13, 1816, the date it was received by the House; context suggests an origin in either Clarksburg or Morgantown, but lacking any further evidence, an attribution is impracticable, so the indeterminacy here.
