Petitioners asked that the Assembly authorize funds for repairs to the Manchester Turnpike caused by heavy coal wagons; the year before, many of these same petitioners had asked for changes to the turnpike's charter (1810.100) to allow higher tolls for such wagons to fund repairs, or else require them to use broader wheels in order to minimize damage to the road; in light of these ongoing complaints, this session enacted an amendment to the charter that both regulated wheels by weight and increased tolls for heavier loads (Chap. LVIII of Acts of December 1811 Assembly). Sheet lacks colophon; only known copy, in the state archives at the Library of Virginia, is dated in manuscript "December 10, 1811," the day the petition was received by the House of Delegates; the LVA ascribes this title to a Petersburg press; but, with three presses operating there then, identifying the source of this item is impracticable without further evidence.
