No copy known extant; Swem recorded this title from a payment to Samuel Pleasants on July 17, 1811, for printing this circular; his use of word "governor" brings into question when this letter issued; without a fuller description of its content, the author cannot be determined; James Monroe used the proper title governor during his brief term in office (January 19 to March 3); George William Smith, his successor, did not use the title until formally elected to the office on December 6rh, using title of lieutenant governor from March to December.
