This session of Congress met from November 7, 1808 to March 3, 1809. No copy known extant; Swem recorded title from payment voucher to Manson & Minor on December 20, 1809, for having printed 1500 copies of this collection; this annual contract had been filled in the previous two years by Seaton Grantland, and it apparently devolved to Manson & Minor, along with his press, when they acquired his office in the fall of 1809. Swem notes that there is not a further record in the state's public accounts for contracting publication of the acts of Congress after this title issued; such indicates the ready availability of these annual editions from publishers in Washington and Philadelphia through Richmond's booksellers, so obviating the need for local publication.
