Smith was a member of the Council of State at this time; he was eventually elected governor of Virginia, but died three weeks later in the Richmond Theater Fire of December 26, 1811. Sheet lacks colophon; text was included in the front matter of the Continuation of the New Revised Code of 1803 (1808.037), and formatting here suggests that this item was a galley proof from that book, so the attribution to Pleasants, publisher of the completed work.
