Swem recorded the title here as: "Resolution of the house of delegates, on the subject of the claim, by the senate, of a right to amend bills providing for the collection of taxes, together with the report of a committee presented to the house of delegates on the 9th January, 1778, on a similar subject." Report of 1788 cited was written by Thomas Jefferson. Only known copy is held in the state archives at the Library of Virginia. Sheet lacks colophon; printing such items was the responsibility of the public printer, then Samuel Pleasants, so the attribution here.
