Dated: "In the House of Delegates, Wednesday, December the 14th, 1796." This title marks the start of a debate over the fate of the glebe lands formerly owned by the Anglican church and now claimed by the state's Episcopal diocese; that debate ended with an act passed in January 1802 which designated those lands as state-owned property for sale as surplus. Reported title supplied by the catalogue record of the only known copy held in the state archives at the Library of Virginia; Davis was ordered to print 2000 copies of the report for state-wide distribution to generate public comment.
