Lower two-thirds of page is letter cited: "Gentlemen, A list of the pensioners who are still chargeable to the State has been forwarded to you … James Wood," then the lieutenant governor, noting the process for validating pension claims (printed previously as 1790.008). Sheet lacks printer credit; as an official document, printing this decree was the responsibility of the public printer; Augustine Davis held that position from April 1791 to November 1799, so the attribution here.
