Text opens with a circular letter from the Council reporting distribution of the act; continues with a reprinting of the act itself; then closes with printed signatures of Speaker Frederick Augustus Muhlenberg, Vice President John Adams, and President George Washington (showing enactment of the law on June 1, 1789), and of Sam. A. Otis, Secretary of the Senate, and John Beckley, Clerk of the House of Representatives (attesting to correctness of the transcription).
