Bill continued an annual effort dating back to 1816 Assembly to repeal the state's laws on usury; as in those prior sessions, this bill did not become law, despite lengthy deliberations. No copy known extant; Thomas Ritchie, the public printer, was ordered on December 27, 1819, to print 250 copies of this bill for the use of the Assembly, so the attribution here to the partnership then conducting Ritchie's press.
