Blackburn was part of a commission comprised of representatives from each of the four states (Virginia, Pennsylvania, Ohio, Kentucky) concerned with improving navigation on the Ohio between Pittsburgh and the Mississippi; he submitted an individual report as a cover for the joint report to House of Delegates on December 11, 1819; the House then ordered Thomas Ritchie, the public printer, to print 250 copies of combination for the use of the Assembly, so the attribution here to the partnership then conducting Ritchie's press. Only known copy is held by the Virginia Historical Society; Swem recorded this item twice, once from the order to print (90S9), and again from the VHS catalog entry (9164); the entry number reported here is that assigned to the known imprint.
