The Report of Executive on Contracts involving Public Square in Richmond (1818.023) and the ensuing committee report thereon (1818.026), generated considerable debate in the closing days of the December 1817 Assembly; here a substitute to the committee's report and resolutions were proposed, with those proposals being sent to the Committee of the Whole House, along with the re-committed originals; no action was taken on either set of papers before this session ended. Item was not recorded by Swem. No copy known extant; Thomas Ritchie, then the public printer, was ordered on February 22, 1818, to print 250 copies of this report for the use of the Assembly, so the attribution here to the partnership then conducting Ritchie's press.
