Notes

A reprinting of Chap. XI of Acts of December 1817 Assembly, which established local school boards and the University of Virginia. Sheet lacks colophon; some authorities credit this imprint to Thomas Ritchie, then the public printer; yet there is not an order to print this act in the House journal, nor record of payment made for its production in the state's accounts; moreover, this item not recorded by Swem, Hummel, or Shaw & Shoemaker, leading the Library of Virginia to only "suggest" a Virginia origin in its catalogue; hence it is almost certain that this broadside was not a production of the Ritchie press, though it remains likely a Richmond-issued title; however, the multiplicity of presses in the capital makes a definitive attribution to any press there impracticable, so the indeterminacy reported here.
