Offered as an alternative to the Bill for Establishing a System of Public Education (1818.008), the two were eventually combined, with amendments (1818.017, 1818.018).to form "An act appropriating part of the revenue of the Literary Fund, and for other purposes" (Chap. XI of Acts of December 1817 Assembly), enacted on February 21, 1818, to establish local school boards and the University of Virginia. No copy known extant; Thomas Ritchie, the public printer, was ordered on January 26, 1818, to print 250 copies of this bill for the use of the Assembly, so the attribution here to the partnership then conducting Ritchie's press.
