A two-part circular letter, with the first part (top of page) concerns the recommendations solicited by the Council for augmenting the number of justices in each county; the second part (bottom of page) concerns issue of persons recommended as justices acting as such before commissions had been issued. Sheet lacks colophon; Thomas Ritchie, the public printer, was responsible for printing such circulars, so the attribution here to the partnership then conducting Ritchie's press.
