Notes

Like petitions emanated from all of the Virginia counties in the Potomac Valley; however, as the river was a border with Maryland, the Assembly deferred from unilaterally mandating a set of regulations to redress the petitioners' grievances, as requested. Only known copy, held in the state archives at the Library of Virginia, lacks colophon; sheet is dated December 20, 1817, in manuscript, the date it was received by the House of Delegates; several counties entered petitions on that day, so leaving it unclear which one of them was the item recorded by Hummel; the locus of this request indicates this item originated from a press in Alexandria, Leesburg, or Shepherdstown, so the indeterminacy reported here.
