Full Title: Council Chamber, July 16th, 1817. Circular. Gentlemen, It being impracticable to procure and furnish you copies of the assessment of land and lots made in the respective counties of this state ... I am authorised by the United States' Commissioner of the Revenue, to inform you that he has instructed the principal assessors and collectors ... to give you the necessary access to those documents, so as to enable you ... to execute your duty under the law, for arranging the counties into districts for the election of senators, and for equalizing the land tax.
