This bill was originally printed on December 26, 1816 (1816.169), then reprinted as amended three times (this item, 1817.001, 1817.002) before it was finally defeated on February 5, 1817; the viable elements of the bill were then recast into a new bill, which was enacted as Chap. XXXIX of the Acts of the November 1816 Assembly, establishing banks at Winchester and Wheeling
