No copy known extant; Thomas Ritchie, the public printer, was ordered on December 30, 1816, to print 250 copies of this bill for the use of the Assembly, so the attribution here to the partnership then conducting Ritchie's press. This bill was originally printed on December 26, 1816 (1816.169), then reprinted as amended three times (this item, 1817.001, 1817.002) before it was finally defeated on February 5, 1817; the viable elements of the bill were then recast into a new bill, which was enacted as Chap. XXXIX of the Acts of the November 1816 Assembly, establishing banks at Winchester and Wheeling
