Petitioners request for creating a new bank at Winchester was successful; it was one of the two banks established by this session of Assembly (Chap. XXXIX of the Acts of November 1816 Assembly); the other bank was at Wheeling. Sheet lacks colophon; only known copy, held in the state archives at the Library of Virginia, is dated in manuscript on November 19, 1816, the date it was received by the House; context clearly indicates a Winchester origin, but whether this broadside issued from the press of John Heiskell or Jonathan Foster is unclear, so the indeterminacy here.
