Harper spoke at the first of a series of Federalist celebrations in 1814 marking the defeat of the French armies in central Europe and then the abdication of Napoleon; this gathering was held to memorialize Napoleon's retreat into France in November 1813, following his army's defeat at two battles in Germany in October 1813. The firm of Snowden & Simms then published the Federalist-oriented Alexandria Gazette.
