This brief special session – May 17-26, 1813 – was called by Barbour to deal with war-time problems created by an act of the previous Assembly concerning militia organization and deployment and by refusal of the federal government to reimburse some militia expenses. No copy known extant; Pleasants was ordered on May 17, 1813, to print 500 copies of this letter for the use of members of the Assembly; one set of the accompanying documents, called "Packet A," were also printed (1813.039).
