No copy seen; Swem recorded title from a card in Library of Congress catalogue; individuals named were all members of the General Court.; the issues raised in this item were a central topic in Gov. Cabell's annual message, with this letter evidently transmitted to the Assembly on December 5th as one of eleven supporting documents to that address (1808.086); four of those documents were ordered printed (500 copies) separately from the journals (items G, H, K) for the use of the Assembly during its deliberations; this letter was document G, one that voiced concerns by these six justices over changes made to the state's judicial structure in the preceding session of Assembly, undoubtedly one of those, and so the subject of a large part of Cabell's address. Swem did not record press or place of issue; printing such items was the responsibility of the public printer, then Samuel Pleasants, so the attribution here.
