No copy known extant; Swem recorded this circular from the journal of the Council of State; Pleasants was paid on July 8, 1808, for printing 30 copies, evidently for distribution to the state's district courts; content seems to have been Nicholas's opinion sent to Gov. William H. Cabell in April, concerning jurisdictional and procedural issues in the criminal cases of Isaac Compton (for burglary) and George Keesler, alias Joseph Hibber (for horse theft), who had broken out of jail in Winchester (Frederick County) for crimes committed in Berkeley County.
