Distributed in response to the Chesapeake-Leopard incident off Norfolk on June 22, 1807; two weeks later, President Jefferson issued a proclamation asking that 100,000 militia men be organized for a possible mobilization against the British; herein, Cabell informed county officials of his plans for the militia as tensions cooled two months on. No copy known extant; title supplied by Swem; Pleasants was ordered by the Council of State to print 150 copies of this letter on August 24, 1807.
