An account of Jefferson's third annual address (presented at the start of the first session of the 8th Congress) issued in the evening of a day when a regular twice-weekly edition of the Argus had been published in the morning. The importance of that message, and so the effort here, was in offering Congress plans for administering the new Louisiana Territory once the treaty with France for purchasing the area was agreed to by the Senate during this session. Heading on the sheet simply identifies this as an extra edition of the Argus, without printer credit; this influential Republican paper was printed and published by Samuel Pleasants.
