Apparently a report of the First Battle of Algeciras (6 July 1801) in which a British fleet was defeated by the French, barring the British navy (temporarily) from the Mediterranean Sea, so preventing their interference in American trade there. Colophon states: "Winchester, September 5th, 1801. Printed at the Triumph of Liberty Office." The Triumph of Liberty was a Republican newspaper published by George Trisler, so the attribution here. Only known copy is held by the Library of Congress,
